Overall Value brand new 3-in-1 B.DRY Parka w/fleece liner seems functional and roomy enough to layer underneath...confused as to how only one drawstring at the bottom works...any advice for this newly-hired Xing Guard would be appreciated....it's getting chilly here in Philly!!!
